Dr. Devyani Uttam Khobragade/डॉ देवयानी उत्तम खोब्रागड़े

Dr. Devyani Khobragade earlier worked as a medical doctor (MBBS), and then joined the Indian Foreign Service in 1999. During her diplomatic career, she has served in Berlin, Islamabad, Rome, and New York. She speaks English, Marathi, Hindi, and German, and is currently learning Mandarin and Spanish.
At headquarters, she has served in several divisions: PAI (Pakistan, Afghanistan and Iran), Central Europe, Finance, CPV (Consular Passport, Visa), and States. Before taking up her assignment as Ambassador of India to Cambodia, she was heading the capacity building and cultural/heritage projects of the Ministry of External Affairs as Joint Secretary (Development Partnership Administration) since 2019.
Dr. Khobragade has published a collection of short stories as well as a popular children’s book, The Adventures of Young Ambedkar. A certified Yoga instructor and a distance runner, she also has deep interests in Vipassana meditation and Buddhism.
Dr. Khobragade is married to Dr. Aakash Singh Rathore, a Professor of Legal and Political Philosophy, and they have two daughters.
